The Sessions memo was made public in a court filing in Baltimore, where the Justice Department is seeking a delay for a hearing related to a proposed consent decree with the city's police department.

While local officials said Tuesday that an examination of North Charleston's police force remains on track, it's unclear whether a new U.S. Department of Justice mandate will affect the reform effort.

"I think there is concern that good police officers and good departments can be sued by the Department of Justice when you just have individuals within a department that have done wrong", Sessions said in January. "I remain committed and every member of my team remains committed to police reform ... and sustaining that public trust". "But the reforms that cost money, require budgetary commitments, require technology commitments, require training commitments, they are the things that consent decrees really mandate". Critics of the DOJ's investigations of police departments are quick to claim such tactics are a prime example of federal overreach.

Ferguson, Missouri, Mayor James Knowles III says officials in the city where 18-year-old Michael Brown died in a fatal police shooting in 2014 will continue to move ahead with reforms, regardless of any Justice Department review.

Robinson, the ACLU lawyer, said his group and others would consider legal action to enforce agreements but warned that any retreat by the federal government would make it harder to monitor reforms.

Conte back at Old Trafford and hoping to celebrate again
Chelsea's preparations for the game were affected by the loss of goalkeeper Thibaut Courtois with an ankle injury during the week. The Manchester rivals meet at City's Etihad Stadium on April 27. "We don't want that to happen a third time", Pogba told MUTV .

"The reforms are coming, no matter what", he said.

In addition to Baltimore, the review also renewed questions about the fate of negotiations with Chicago's police department after a report released in the final days of Lynch's tenure found officers there had violated the constitutional rights of residents for years.

Former Justice Department staffer Jonathan Smith agrees.

Sessions is facing criticism for ordering the Justice Department to review existing police reform agreements with troubled police forces nationwide. Most of the two dozen police investigations the Obama administration pursued under a law passed after the brutal beating of Rodney King in Los Angeles uncovered patterns of brutality and racial discrimination, problems the DOJ attributed to sweeping, systemic problems in local law enforcement agencies, not a few bad apples on the force.

Attorney General Jeff Sessions is signaling that some major changes to the way police departments are investigated might be coming soon.

He has also been accused of planning adductions and murder, as well as leading an Isis command unit in Iraq in 2014. We saw a lot of times on TV and it was far away from us, even when it was in Istanbul which is in my country.

Gore said there has been a spike in crime in Baltimore and the administration wants to make sure that the agreement "will help rather than hinder public safety".

"Pursuant to these recent directives, the United States seeks this extension of time to assess whether and how the provisions of the proposed consent decree interact with the directives of the President and Attorney General", the Justice Department said in a motion filed Monday.

The Justice Department declined to comment on the decision. Davis and Mayor Catherine Pugh were quick to say they oppose the request, and are anxious to move forward.

The Trump administration faced yet another court setback on Wednesday when a Maryland judge struck down its request to delay a hearing on local police reforms. But they stressed they would prefer to see a court-enforceable agreement.

"The Police Department is absolutely dedicated to the consent decree process", Davis said.
