US government needs a 'shutdown' to 'fix mess': Donald Trump

After advocating for a future shutdown, the president hailed the budget agreement as a boost for the military, border security and other top priorities.

"We all worked as a team", Schumer said. "Which is why it's so frustrating to have the Democrats go out to say they won and we lost", he said.

An image depicting different boarder walls is displayed behind Budget Director Mick Mulvaney as he speaks to the media during the daily press briefing at the White House, Tuesday, May 2, 2017, in Washington.

However, Senate Majority Leader Mitch McConnell told reporters Tuesday most of the senators now do not want to do away with the 60-vote threshold needed to stop filibusters on most legislation.

Trump, Mulvaney and others in the administration spoke out as Capitol Hill lawmakers prepared to vote on a $1 trillion bipartisan spending package that would avert a government shutdown until at least October 1, the start of the next budget year. There are also no cuts to funding for Planned Parenthood or the $18 billion in cuts to nondefense spending that Trump had requested in his budget proposal.

Texas governor signs ban on so-called 'sanctuary cities'
Law enforcement officials who violate the law can be removed from office and even face jail time under the statute. The bill prompted protests in Texas, including a sit-in in Abbott's office.

With Democrats celebrating concessions they extracted in the spending bill, Trump used a Rose Garden ceremony honoring the Air Force Academy's football team to declare he and Republicans got more from the legislation than might appear.

President Donald Trump tweeted Tuesday that the measure is the best bargain that can be had because its passage needs Democrats to meet the Senate's 60 vote threshold.

But the call was beset by technical troubles, and Mr. Mulvaney was able to offer few assurances to temper Mr. Trump's threat of a shutdown, which could leave Republican House and Senate candidates vulnerable in 2018 races if a shutdown occurred.

Mulvaney said the White House will turn next to the 2018 budget, and wouldn't balk at a government shutdown if necessary to get it passed, echoing Trump's tweet earlier in the day that the USA "needs a good shutdown".

That contradicted Trump's message less than a week ago.

A Democrat lawmaker has blasted President Donald Trump for his suggestion that the government should shut down in the fall. Earlier, the president suggested scrapping rules requiring 60 votes in the Senate in favor of a simple majority.

"So there's a very good reason that we're working with Democrats on a bipartisan bill, and that is because we must, and until those rules change, that's the environment that we're going to continue to operate in", Mulvaney said. "There's not a single senator in the majority who thinks we ought to change the legislative filibuster".

A Republican close to the health care talks said Health and Human Services Secretary Tom Price has been fielding calls from GOP lawmakers who have specific questions about the bill and what it means for their districts.

"After years of partisan bickering and gridlock, this bill is a clear win for the American people", Trump himself said later on Tuesday at a White House event. "They were desperate to make this administration look like we couldn't govern", Mulvaney said. "That's what we got in this deal and that's what the Democrats don't want you to know".

"They were desperate to make this administration look like we couldn't function, like we couldn't govern, and we know that a large part of their base, especially their left-wing base, wanted a shutdown and certainly didn't want them to cut a deal with us".

Previous government shutdowns have cost the United States economy tens of billions of dollars and seen government services grind to a halt as thousands of non-essential personnel are temporarily laid off. And it doesn't mean there aren't real costs: During the 2013 shutdown, the USA lost $24 billion in revenue, or $1.5 billion per day. Late in the day, the White House said he would indeed sign the bill. Patty Murray, D-Wash.

In the wake of Democrats lauding the agreement as a win given the concessions made by Republicans, the White House chose to send Kelly and Mulvaney out to push back on the narrative. On Monday evening, the budget director defended the administration's achievements in securing funding for border security, defense funding, and school choice priorities. He also claimed credit for $6 billion in war funding approved by former President Barack Obama as a Trump win.
