Trump calls for 'good shutdown' to fix mess in Senate

According to NBC News, Trump's tweets followed the Congress agreeing on a compromise to keep the government open to the proposal of passing the deal with the president's signature by the end of this week. That budget will be the first originated from the Trump White House.

But Mr Trump's morning tweets hardly signalled a win and came after Democrats gleefully claimed victory in denying him much of his wish list despite being the minority party. Some have said they were within single digits of getting the 216 votes needed to prevail. But Trump and his budget director, Mick Mulvaney, are staking out some solid ground in anticipation of the next battle over the federal budget. He was joined at his second briefing by Homeland Security Secretary John Kelly.

They, too, are talking up the bill as a success, noting that they staved off cuts to domestic programs that Mr. Trump had wanted, and that negotiators persuaded Republicans to remove 160 special "riders" that direct how money can be spent.

"Here we saw Democrats and Republicans working together in the best traditions of the Senate, and the president disparages it in a way that's destructive", Democratic Senate leader Chuck Schumer said.

The White House instead boasted of $15 billion in emergency funding to jumpstart Trump's promise to rebuild the military and an extra $1.5 billion for border security.

Senators from both Republican and Democratic parties voted in favor of the bill, which passed 79 to 18 with only Republicans opposing the measure, citing minimal changes to spending levels.

Senate Republican leader Mitch McConnell said on Tuesday that his party did not want to give up on the legislation.

But while Mulvaney acknowledged that the border work funded by the new budget deal would not allow for construction of the full border wall the White House insists it will secure funding for in the next round of budget talks, he also torqued up the spin to tout a win for Trump.

"(We) either elect more Republican Senators in 2018 or change the rules now to 51 percent.

Asked how the president would define a "good shutdown", Mulvaney suggested "it would be one that fixes this town".

In interviews and Tweets, Trump has been notably off-topic and off-message about the state of affairs in Congress.

Democrats quickly denounced Mr Trump's musings about closing the federal government. "So that is something that he is ensured is in the current bill and we'll continue to push for to make sure that coming out of the Senate and going to conference it's there as well".

Top Senate Republican dismissed the idea of changing filibuster rules for a spending bill.

"Today is the next step in what is likely to be a very long process", Republican Representative Michael Burgess of Texas also said on MSNBC. That included lost revenue for the national parks.

"I think that Democrats cleaned our clock", Sen. Patty Murray, D-Wash., one of the architects of the previous bipartisan budget agreement with Ryan, said arguing otherwise mischaracterizes the negotiation.

Erasing the threat of a disruptive government shutdown, the White House and Congress endorsed a $1.1 trillion spending bill Monday to carry the nation through September, an agreement underscoring that Democrats retain considerable clout in Donald Trump's turbulent presidency. "And why ruin that?"

House Republicans will vote on a bill to repeal major portions of Democratic President Barack Obama's health care law. "This is what winning looks like".

Trump, however, obtained $1.5 billion for border security measures such as 5,000 additional detention beds, an upgrade in border infrastructure and technologies such as surveillance.
