The Libyan anti-terror force that arrested the men said in a statement that the brother, Hashim Abedi, 18, confessed that he and his brother were linked to the Islamic State group and that he was aware of the arena bombing plan. Authorities have discovered no evidence of a link between the attacker and an established terror group, a British counterterrorism official told CNN.

CNN reports that May announced that United Kingdom has raised threat level to "critical" - the highest level - for first time in a decade.

Greater Manchester Police said they were now confident they knew the identity of all the people who lost their lives and had made contact with all the families.

"They were lovely inside and out to ourselves and our families, and they were inseparable", said a tribute from their families posted on Twitter.
