The idea was to have Flynn "speak directly with a senior military official in Moscow to discuss Syria and other security issues", The New York Times reported, citing three people with knowledge of the discussion.

Though the proposal was designed primarily as a conduit to discuss policy issues, it was unclear why such communications would have needed to be carried out through a secret channel.

News reports said the White House, reeling from the latest explosive developments in the long-running Russian Federation saga, is creating a new rapid-fire communications unit to respond to the controversy, led by Kushner, senior presidential adviser Steve Bannon and White House Chief of Staff Reince Priebus.

"Trump has no choice but to immediately fire Kushner, whose failure to report this episode on his security clearance is reason enough for a criminal investigation", the Hill quoted DNC deputy communications director Adrienne Watson as saying.

You can't pin this latest Reuters report on Bannon, though, unless he somehow managed to fake the credentials and statements of at least six other officials.

Kushner also reportedly asked whether he or other members of the Trump team could use Russian diplomatic facilities in the U.S.to conduct those communications.

As Politico pointed out, the legal team was silent on the allegations that Kushner wanted to establish backchannel lines of communication with the Kremlin. Tillerson was sworn in on February 1. "If it's been publicly reported that he met with Russians, and the investigation has to do with administration officials meeting with Russians, well, then, they'll probably want to talk to everybody".

Kushner was a trusted Trump adviser past year, overseeing the campaign's digital strategy, and remains an influential confidant within the White House as does his wife, Ivanka Trump.

Trump has denied any collusion between his campaign and Russian Federation, calling the probe "the greatest witch hunt" in American political history. Kushner is eager to cooperate with any and all inquiries, this official said.

Reuters reported last week that a proposal for a back channel was discussed between McMaster's predecessor Mike Flynn and the Russian ambassador as Trump prepared to take office.

Reports from earlier in the week say Kushner is a person of interest in that probe.

NBC News reported on Thursday that Kushner was under scrutiny by the FBI, in the first sign that the investigation, which began last July, has reached the president's inner circle.

Former acting Central Intelligence Agency director John McLaughlan said if such reports are true, Kushner's behavior would be considered espionage.

"Really, being spoken to, does not confer a target status on the individual", he said.

Mr Kushner's lawyer Jamie Gorelick said: "Mr Kushner previously volunteered to share with Congress what he knows about these meetings".
