"In this powerful attack 90 people have been killed and 400 wounded, including many women and children", said the government's media centre, with health officials warning the toll could climb further.

The U.S. State Department tells NPR's Michele Kelemen that 11 U.S. contractors are among the wounded, and that the injuries are not considered life-threatening. "The glass on the shop's windows broke, there was fire and dust everywhere".

No group has so far claimed the powerful blast, which officials said was caused by 1,500 kilogrammes (1.6 USA tonnes) of explosives hidden inside a sewage tanker, in what appeared to be a major intelligence failure. His statement added that the Taliban condemn "every explosion and attack carried out against civilians, or in which civilians are harmed".

The truck bomb was described as a water tanker truck, which is used to empty septic wells.

Cong condemns Afghan terror attack
The Ministry of Foreign Affairs and Trade said there was nothing to suggest any New Zealanders had been caught up in the bombing. Up to now no terror group has claimed responsability for the attack that has been condemed internationally.

The Taliban has denied responsibility and the Afghan affiliate of ISIS, which has recently conducted several high-profile attacks inside Kabul, has not commented on the blast. "I would call it a security and intelligence error".

Still, there are questions about whether a US pledge to send more troops to Afghanistan will curb the violence. The Taliban - now in the midst of their annual "spring offensive" - tweeted that they were not involved and "strongly condemn" the attack. "But they could help by supplementing training programs meant to enhance Afghan intel collection capacities, which have always been a deficiency in Afghanistan".

USA troops in Afghanistan number about 8,400 today, and there are another 5,000 from North Atlantic Treaty Organisation allies.

China will take measures to strengthen protection of Chinese citizens and institutions in Afghanistan, she said. Initial reports do not indicate that French nationals are among the dead, she said, adding that she is "extremely cautious" until that has been confirmed.

With increased USA military support, Afghan forces have turned a corner against ISIS, dealing the group significant battlefield losses over the past year.

Even by the standards of war-torn Kabul, however, this blast stood apart for its sheer magnitude, blowing out windows across the city and setting dozens of cars ablaze.

Wednesday's explosion was so heavy that more than 50 vehicles were either destroyed or damaged around the site of the attack.

Local TV footage showed shocked residents soaked in blood stumbling about, then being ferried away to hospitals. Passers-by stopped and helped the wounded into private cars, others congregated outside the nearby Italian-run Emergency Hospital.

BBC World Service director Francesca Unsworth says Mohammed Nazir, who had worked for the BBC Afghan Service for four years, was killed as he was driving colleagues to work.

According to the German Embassy, an Afghan security official and some of its workers are among the casualties.

Mujahid says the Taliban were not involved and that whoever "carried out this attack and for what goal, that will become clear at a later stage".

Germany has had troops in Afghanistan for 15 years, primarily concentrated in the north in and around Mazar-e-Sharif.

US President Donald Trump is to decide soon on a recommendation to send 3,000 to 5,000 more troops to bolster the small North Atlantic Treaty Organisation training force and US counter-terrorism mission now totalling just over 10,000.
