Third attacker identified after London Bridge terrorist attack

Khuram Butt, named by police today, was known to security forces but considered low risk until he and two others carried out their deadly attack on Saturday.

Police disclosed late on Monday that 27-year-old Khuram Butt, a British citizen born in Pakistan, was known to police and domestic spy agency MI5 but with resources scarce had not been deemed enough of a threat to warrant close monitoring. All three suspects were shot dead in a hail of gunfire by police within minutes of the attack, which began when they drove a van into pedestrians on London Bridge. During the attack, seven people were killed and dozens more were wounded.

Assistant Commissioner Mark Rowley said police and MI5 had downgraded the investigation because "there was no intelligence to suggest that this attack was being planned".

The death toll from the London Bridge terror attack has risen to eight after police searching for a French man missing since Saturday recovered a body from the River Thames. The search in Ilford, just north of Barking, is seeking to determine whether the group had accomplices.

British Prime Minister Theresa May says police are also still working to determine the identities of all the victims, but that so far it is known they include people of several nationalities.

Police killed all three attackers.

Both Butt and Redouane had been living in Barking, east London, police say.

The Islamic gym where Butt worked out said Tuesday they had seen nothing of concern during his time there.

"If human rights laws get in the way of doing these things, we will change those laws to make sure we can do them", May told the Sun newspaper.

"At any one time MI5 and police are conducting around 500 active investigations, involving 3,000 subjects of interest", he said.

The attack, the third in Britain in three months, has raised questions over the government's ability to protect Britain following cuts to police numbers in recent years.
