And with Attorney General Jeff Sessions having recused himself from all Russia-related matters, that responsibility would fall on Rosenstein, who said he is "confident" Mueller "has full independence" to conduct the investigation.

Rosenstein, who appointed Mueller in mid-May as special counsel overseeing the the investigation into whether the President Donald Trump's campaign colluded with Russian officials during the 2016 election, noted that under the special counsel regulations, only the attorney general has the authority to fire such an appointee. He said he would agree to dismiss Mueller only if there were a legitimate basis to do so. "If there were not good cause, it wouldn't matter to me no matter what anybody says", explained Rosenstein.

Sen. Susan Collins, R-Maine, asked Rosenstein at a budget hearing Tuesday what he would do if Trump ordered him to fire Mueller, who is investigating Russian interference in the USA elections and possible Russian ties to Trump's campaign.

In a February meeting, Comey said, Trump told Sessions and other administration officials to leave the room before asking him to drop a probe into former National Security Adviser Michael Flynn's contacts with Russian Federation.
