British officials said Sunday that exterior cladding used in a recent renovation of the building may have been banned under United Kingdom building regulations.

"I would like to reassure everybody that we will be looking at all criminal offenses that may have been committed by any individual or any organization", said Cundy.

A minute's silence will be held at 11:00am (1000 GMT) across Britain on Monday to remember the victims.
