The initiative called for a rollback of a 2015 rule by the Washington Human Rights Commission that upheld an anti-discrimination law that has existed in the state for more than a decade, and segregating restrooms, locker rooms and other facilities by requiring people to use those that corresponded to their biological gender.

Just Want Privacy, a group campaigning for the bathroom and locker room-related Initiative 1552, announced Friday it didn't have enough signatures to qualify for the November ballot.

"We exceeded last year's total by over 20,000 signatures, and we know that so many more people throughout the state would be willing to sign if given the chance, but the truth is that we simply couldn't reach them in time", read a mass-emailed statement from I-1552 sponsor Kaely Triller Haver. She wrote that a combination of volunteer and paid petition circulators gathered 240,000 signatures this year.

"We will not stop working to reverse this unsafe rule and restore the safety and privacy of women and girls in Washington", Haver said. "Whether that means trying again next year or working with the Legislature in the upcoming session will be determined in the near future".

Just Want Privacy argues the rule could be used as a shield for sexual predators to enter those places and harm women and children - actions that are already unlawful.

HRC worked closely with Washington Won't Discriminate, Pride Foundation, ACLU-WA, Equal Rights Washington, Gender Justice League, Planned Parenthood and other local coalitions urging Washington residents to "Decline To Sign" the risky petition that would have put the discriminatory, anti-trans measure on the ballot in November.

Seth Kirby, a transgender man and chair of Washington Won't Discriminate, the No on I-1552 campaign, said the measure would have enabled discrimination in the name of public safety.

Friday was the deadline for the group Just Want Privacy to turn in petitions for its proposed Initiative 1552.

Technically the deadline to turn in signatures extends to 5 p.m., but it's safe to assume the group won't make it, Ebel said.
