'Can't allow corruption': Delhi Deputy CM Manish Sisodia stops funding to 28 DU colleges

Twelve of the 28 colleges are fully funded by the government and sixteen are partially funded.

Delhi Deputy Chief Minister Manish Sisodia on Tuesday wrote to the CAG, asking for an audit of the 28 Delhi University colleges, wholly or partially funded by the state government, after receiving complaints of corruption against them.

"I can not allow unchecked corruption and irregularities to be sustained on Delhi government funds in the name of education", Sisodia tweeted. It seems governing bodies have not been formed so that corruption and irregularities can go on.

Leader of Opposition in Delhi Assembly Vijender Gupta claimed that the move will "jeopardise" the future of 50,000 students enrolled in the affected 28 colleges. Colleges have members suggested by both Delhi government and the university and after the committee is constituted, the government can raise concerns through its appointed members. In June, the Aam Aadmi Party government had asked the colleges not to appoint any faculty member until the governing bodies were in place.

On Monday, Mr. Sisodia directed the Finance Department to stop the funds, which amount to ₹360 crore annually, over what he termed was the "deliberate and mala fide attempt to delay formation of governing bodies". Currently, due to the absence of governing bodies, almost 26 colleges of the varsity are being run by officiating or "acting principals".

A governing body is responsible for taking each and every decision related to the functioning of the college.

Officials at the University, however, claimed that they have already written to the Delhi government and assured them of forming the governing bodies at the earliest. "28 colleges need CAG audit as there are complaints of corruption; with no Governing Bodies for 10 months, there's been no oversight", Sisodia said in a series of tweets.

Commenting on whether the cut in funding would immediately affect the colleges, the principal of one of the 28 colleges said that they had just received the July instalment, which is one of the four they receive. "The governing bodies are scrutinised thoroughly by our executive council by including representatives from all cited fields like education, law, media and sports".

"This issue will be sorted over the next few weeks".
