North Korea ready to teach U.S. 'severe lesson', says U.N. abused its authority

President Donald Trump is touting new sanctions on North Korea just approved by the U.N. Security Council.

Tillerson was in Manila for an annual meeting of the ASEAN Regional Forum (ARF), a 27-country, security-focused grouping that includes North Korea.

North Korean's top diplomat says "under no circumstances" will it put its nuclear weapons or ballistic missiles on the negotiating table.

"In particular, they welcomed the United Nations Security Council's unanimous adoption of the powerful new Resolution 2371 and promised to closely work together to make the worldwide community faithfully implement it", the ministry added.

While the North now boasts missiles it says can reach major US cities, it is not believed to have mastered the ability to cap them with nuclear warheads, but that step may not be far off.

Trump has repeatedly criticized China in recent months, arguing it has not done enough to punish North Korea for its ballistic missile tests.

The other mounting concern: that by the time the sanctions really start cutting into the North's economy, potentially changing the government's thinking about the wisdom of pursuing nuclear weapons, it may be too late.

As Washington and Beijing turn up the heat on Kim Jong-un's regime, reflected by Saturday's new penalties, fewer nations may now be willing to risk the worldwide community's wrath by engaging with Kim.

But Tillerson says it's not as simple as North Korea stopping launches for a few days or weeks.

China "hopes North Korea can echo this signal from the United States", Wang added.

The sanctions resolution that China and Russian Federation voted for was the seventh the Security Council has imposed on North Korea since 2006, when the country carried out its first nuclear test.

However, Ri said the latest penalties imposed on the North typified the United States pushing Pyongyang into a corner, forcing it to defend itself.

"The fundamental reason for THAAD deployment is for our national interest and for the sake of our national security", Tang said, referring to Seoul's Terminal High Altitude Area Defense supplied by the U.S. North Korea has used U.S. military exercises in the region as means of galvanizing its people, claiming that the exercises are dress rehearsals for an impending invasion.

Thornton says the USA wants to ensure that with the new sanctions, there's "not this kind of episodic back and forth that we've seen".

The new economic sanctions were approved amid the discussions in Manila.

North Korea, meanwhile, threatened a "thousands-fold" act of revenge against the United States on Monday for the UN sanctions passed Saturday, the Associated Press reported.

In a separate development, Tillerson said on Monday he believes Washington and Russia can find a way to ease tension, saying it wouldn't be useful to cut ties over the single issue of suspected Russian meddling in the US election.
