Trump has consistently raised issues over what he has called China's "unfair" trade practices, including during last year's presidential campaign.

President Trump on Monday will direct U.S. Trade Representative Robert Lighthizer to determine whether to initiate a Section 301 investigation into China's intellectual property practices, according to senior administration officials. But Trump also told Xi about the move toward a possible inquiry into China's trade practices, according to two US officials familiar with that conversation.
