The South Korean leader also said North Korea's development of nuclear weapons technology was "nearing" a red line, which he described as "completing an ICBM and weaponizing it with a nuclear head". The danger presented by the ability to attack the USA mainland directly was made clear by the North's recent threat to attack Guam.

North Korea last month, for the first time, launched two intercontinental ballistic missiles with the theoretical capability to reach deep into the United States mainland, at least as far as Denver and possibly to NY.

Dunford was responding to questions about Trump's chief strategist Steve Bannon saying in a new interview that the threat posed by North Korea can not handled by force.

According to South Korean President, he rules out USA military actions on the Korean Peninsula without South Korea's consent. While some experts believe it may have the technology, others caution that even if it doesn't, North Korea should be taken at its word.

Real must have made Barca dizzy - Dortmund chief
But due to the winger not believing that he could cut it at somewhere like Bayern and Barcelona, he sought a move to BVB instead. The club are now reportedly negotiating the add-ons, with Dortmund demanding an extra £27m on top of the transfer fee.

Mr Trump tweeted on Wednesday that North Korean leader Kim Jong Un had "made a very wise and well reasoned decision", amid indications that he does not immediately plan to fire multiple missiles toward Guam. "The alternative would have been both catastrophic and unacceptable!"

David Wright, a US analyst from the Union of Concerned Scientists, said in an emailed statement that the United States should "postpone or significantly restructure" the exercises to reduce the risk of military confrontation. He expressed confidence in the news conference that war will not break out again on the Korean Peninsula.

North and South Korea are still technically at war with the North after the Korean War ended with a truce, not a peace treaty.

He was elected in May after a decade of conservative rule that saw animosity deepen between the rival Koreas.

The Ulchi Freedom Guardian drills will be the first joint military exercise between the allies since North Korea successfully flight-tested two intercontinental ballistic missiles in July and threatened to bracket Guam with intermediate range ballistic missile fire in August. Moon wants to engage the North.

Moon has repeatedly stressed that he is open to dialogue with North Korea, if conditions are met and North Korea temporarily halts its nuclear program. Most notably, Pyongyang said it might consider an attack on the area near the U.S. territory of Guam in the Western Pacific.

Moon said he thinks Trump's belligerent words are meant to show a strong resolve for pressuring the North and don't necessarily display the willingness for military strikes.

Moon, who took office in early May, held a summit meeting with US President Donald Trump in late June, reaching an agreement that South Korea would become a dominant player in addressing the peninsula issues.

Korea issue with US
In the final analysis, it is Trump who has the power to order an attack, including with nuclear weapons, on North Korea. President Trump warned there would be severe consequences for Pyongyang , if it carries out a strike on American soil.

Pyongyang carried out its first successful tests of an intercontinental ballistic missile (ICBM) last month, apparently bringing much of the United States mainland within its reach. Moon didn't elaborate, but many foreign experts have viewed the North's possessing a reliable ICBM as a tripwire for potential US strikes.
