Applicants can file when they turn 15, and immigration experts say the program could end up covering 1.3 million young people if it were allowed to continue.

Congress also must approve a temporary spending bill by the end of September to keep the government funded into next month. But it can only issue debt up to a limit set by Congress, and Treasury is bumping up against that debt limit now.

Trump is forced to make a decision about DACA before September 5 because a group of state officials is threatening to sue his administration over it.

"This is actually a program that helps advance the rule of law by having people come forward and be on the books and working just like everybody else", said de Castro. Many came to the U.S.as young children and have no memories of or connection to the countries they were born in.
