Tropical Storm Jose forms east of Hurricane Irma

The U.S. National Hurricane Center says that Tropical Storm Katia is starting to stall over Mexico's Sierra Madre mountains. That's because key environmental factors tend to align at that time to fuel especially powerful storms, according to the National Oceanic and Atmospheric Administration, which considers the eight-week period around September 10 a hurricane "season with a season".

Jose could hit some of the same small islands in the northern Lesser Antilles decimated by Irma. At this time, Jose is not expected to follow the same path as Irma.
