North Korea's minister of external economic relations, who is at the forum, said his country will "respond to barbaric attempts to exert pressure by the U.S. by our strong countermeasures", according to the Russian state-run news agency Tass. It is not clear at this point, whether China supports the resolution but President Putin's comments do suggest that such resolution is unlikely to get passed on Monday.

Putin denounced North Korea's sixth and largest nuclear bomb test on Sunday, saying Russian Federation did not recognize its nuclear status.

President Moon Jae In along with Japanese Prime Minister Shinzo Abe had called for a stronger economic embargo against Pyongyang after their meeting in Eastern Russia.
