Amid an outbreak across San Diego County that health officials say has led to 16 deaths and almost 300 hospitalizations, workers were power-washing areas in downtown San Diego earlier this week with water laced with chlorine and bleach, according to the San Diego Union-Tribune.

In December, an annual survey by the Downtown San Diego Partnership stated there was an average of 1,073 homeless people present in each neighborhood of downtown San Diego per a month in 2016, compared to an average of 582 homeless people for the year of 2012. There are plans to add more stations next week, according to the city's letter, the San Diego Tribune reported.

The outbreak, which has left hundreds of people affected since last November, has primarily affected the city's homeless population and illicit drug users, but some cases have been neither, according to a statement from San Diego's Health and Human Services Agency. Hepatitis A, which attacks the liver, has had a heavy impact on the homeless. However, some cases are not connected to either one of these.

In response to the outbreak, health officials have been hard at work implementing a 3-part strategy focused on immunization, sanitation, and education.

On Monday, crews began the effort by spraying down East Village sidewalks with a bleach solution.

A proposal to declare an emergency in San Diego over a deadly outbreak of hepatitis A is scheduled to go before the City Council's Select Committee on Homelessness Wednesday. In an August 31 letter from the county health department, officials asked the city to move forward with the sanitation measures and gave the city five days to respond with a plan, according to the LA Times.

In trying to end this problem, county officials to increase the streets' sanitation.

The street power-washing will take place in the downtown area of San Diego on Monday and continue every other week in an effort to combat the outbreak, San Diego Mayor Kevin Faulconer's office said Friday, according to the Associated Press.

Namely, they may start increasing their street-sanitizing or hand-washing efforts.
