The United States called for a vote Monday on a U.N. resolution that would impose the toughest-ever sanctions on North Korea, a move that could lead to a showdown with the country's biggest trading partner China and its neighbor Russian Federation.

U.S. Ambassador to the UN Nikki Haley told the council after the vote that "we don't take pleasure in further strengthening sanctions today".

Before the resolution was voted, North Korea's official news agency quoted the Foreign Ministry as saying the country was "quite ready to use any ultimate means" to retaliate against the U.S. for the sanctions and claiming it had "near-to-completion nuclear capability".

The U.S.is in a race against time, with North Korea having carried out a string of missile launches in recent weeks and its biggest ever nuclear test.

US President Donald Trump has described the boosted sanctions passed by the UN Security Council on Monday as "nothing compared to what ultimately will have to happen".

Branch offices of at least three major state banks - Bank of China, China Construction Bank and Agricultural Bank of China - in the northeastern border city of Yanji, Jilin province, have also banned North Koreans from opening accounts.

The official defended the US mission from critics who say the sanctions were watered down, arguing an early draft from the USA was given to the press to place pressure on any who might seek to soften the sanctions.
