China's official data show that its exports to North Korea of petroleum products, including gasoline and light oil but excluding crude oil, fell 75 percent in three months through July from a year earlier to about 19,700 tons.

United States ambassador to the UN, Nikki Haley, said her country was not looking for war with North Korea, but the sanctions would "cut deep".

The resolution, considered a watered-down version from the original USA draft, does not include North Korea leader Kim Jong-un or his sister in its blacklist and has softened the language on the hiring of North Korean overseas laborers.

Japanese Defence Minister Itsunori Onodera yesterday urged tougher sanctions, including curbing oil supplies to North Korea.

Western diplomats portrayed the Monday night vote as a win for global unity in the face of North Korean intransigence and provocations, and pointed out that it represented the toughest sanctions regime imposed on the regime to date.

"This is a compromise in order to get everybody on board", French U.N. Ambassador Francois Delattre said of the draft.

More than 90 percent of North Korea's publicly reported 2016 exports were banned now under these new measures . Due to opposition, a proposed asset freeze and a complete travel ban on dictator Kim Jong-un were dropped.

Whether the administration will garner the support of Moscow and Beijing when the new sanctions come up for a vote Monday evening at the United Nations Security Council remains to be seen.

The August 5 resolution adopted by the council capped the number of North Koreans working overseas at the current level. Almost 80% of the textile exports went to China. "We are now acting to stop it from having the ability to continue doing the wrong thing", the Indian-origin diplomat said.

"So far, there's nothing inconsistent with the North Korean claim that this was a hydrogen bomb", according to a senior US official.

Monday's vote is seen as a key test of resolve for the council, which united last month to adopt a resolution meant to reduce the impoverished country's export earnings by up to a billion dollars.

Haley acknowledged China's influence saying: "Today's resolution would not have happened without the strong relationship that has developed between President (Donald) Trump and Chinese President Xi (Jinping), and we greatly appreciate both teams working with us".

The US is calling for an oil embargo on Pyongyang, an assets freeze on leader Kim Jong-Un, but also an end to textile exports and to payments made to North Korean guest workers.

But the measures sought by the U.S. were blunted by China and Russian Federation highlighting the powerful influence that Beijing and Moscow with their veto powers wield against Washington internationally when America can not act unilaterally.

And then China's ambassador at the time was on a Security Council trip to Africa, so he had to rush back to negotiate this.

"We are done trying to prod the regime to do the right thing".

"First of all, these are significantly tougher sanctions". And a new analysis by the London-based International Institute for Strategic Studies suggested that an oil embargo would not have much impact in the long run anyway; Pyongyang, the analysis said, could replace oil with liquefied coal. Russia's exports of crude oil to North Korea are about 40,000 tonnes a year.
