The resolution, passed after Washington toned down its original proposals to secure backing from China and Russian Federation, came just one month after the council banned exports of coal, lead and seafood in response to North Korea's launch of an intercontinental ballistic missile (ICBM).

"This will cut deep", U.S. Ambassador to the UN Nikki Haley said on the new resolution, pointing out it will hit Pyongyang's ability to fuel and fund its nuclear and missile programs and will reduce by nearly 50 percent its supply of gas, diesel and heavy fuel oil.

The Security Council stopped short of imposing a total oil import ban, freezing the assets of leader Kim Jong Un or slapping him with a travel ban, as the Trump administration initially wanted. He has also cast doubt on the chance that negotiations could lead Kim to drop his nuclear ambitions. It capped North Korea's oil exports, banned textile exports and prohibited countries worldwide from providing new work permits to North Korean workers.

Kim would be spared from a United Nations blacklist that would have hit him with an assets freeze and a travel ban and punished him directly for the country's military drive.

The hearing came a day after the U.N. Security Council imposed its latest sanctions over what North Korea says was a hydrogen bomb test September 3, its most powerful atomic test yet.

He called on anyone aware of efforts to enable North Korean trade to come forward before getting caught, warning: "We are closing in on North Korea's trade representatives".

China's United Nations ambassador, Liu Jieyi, called for a resumption of negotiations "sooner rather than later".
