North Korea on Monday warned of a "last resort" attack against the USA, ahead of UN Security Council's deliberation on the latest US-led sanctions against the regime.

The UN Security Council has unanimously adopted a US-drafted resolution imposing new sanctions on North Korea following its sixth and largest nuclear test.

“Because of uneven, and sometimes nonexistent, worldwide implementation, North Korea shrugs off the practical impact of many restrictions, and is still exporting prohibited goods such as weapons, minerals, and statues, ” Billingslea said.

That statement followed a similar message from Monday, in which the Ministry of Foreign Affairs reported Pyongyang would respond to any sanctions by inflicting upon the United States "the greatest pain and suffering it had ever gone through in its entire history", KCNA reported. And security experts say North Korea's embrace of digital cash will only increase into the future.

A United Nations ban on the export of North Korean textiles, one of the country's fastest growing industries, stayed in the resolution.

China has backed North Korea since the Korean War, in part to have a buffer state that keeps US military forces from sitting on its border. Measures introduced in September a year ago set the ceiling on Pyongyang's coal exports to the smaller amount of $400 million or 7.5 million metric tons.

China's Foreign Ministry has said that it would support new United Nations measures as long as it promotes a political resolution.

Instead, said Koh of Dongguk University, the new sanctions will drive Pyongyang to accelerate its programmes. It still baffles me that the USA and other nations are hoping that stern words will encourage the controlled state to settle down.

MCEVERS: Though she calls the resolution the toughest to date, the sanctions are not as stringent as the Trump administration had initially proposed.

"The US needs to switch from isolation to communication in order to end an "endless loop" on the Korean peninsula, where "nuclear and missile tests trigger tougher sanctions and tougher sanctions invite further tests", it said".

Monday's vote was only passed unanimously after Pyongyang allies Russian Federation and China agreed to the reduced measures.

"In moments like this, against the unprecedented threat posed by North Korea, only a united global community can help build effective solutions".

No sanctions will make North Korea change its policies, Pyongyang's ambassador to Moscow meanwhile noted.

The North says it needs nuclear weapons to protect itself from "hostile" United States forces and analysts believe Pyongyang's weapons programme has made rapid progress under leader Kim Jong-Un, with previous sanctions having done little to deter it.

Pyongyang earlier threatened the U.S., saying it would face "greatest pain and suffering" if the proposed sanctions resolution comes to pass.

"My delegation condemns in the strongest terms and categorically rejects the latest illegal and unlawful U.N. Security Council resolution", North Korean Ambassador Han Tae Song told the U.N. -sponsored Conference on Disarmament in Geneva, according to Reuters.

The research associate of the Japan Center for International Exchange in Tokyo stressed that even if "crippling pressure" is applied against North, there is "no guarantee that Kim Jong-un will capitulate given the country's historical national mentality of facing threats in all sides".

Textiles are one of North Korea's major exports, estimated by Rajiv Biswas of IHS Markit to value $750 million.

Mr. Ascione also argued that the USA should brace for "a worst case scenario on the Korean peninsula".
