The United Nations Security Council voted unanimously on Monday to impose a new set of sanctions against North Korea after the United States compromised with Russian Federation and China who opposed an even harder line sought by the Trump administration.

Together with previous sets of sanctions, which imposed an embargo on coal, iron, fish and seafood exports, North Korea is expected to lose $2.7 billion or about 90 per cent of its sales overseas, according to estimates by the US.

"The Chinese are not going to retaliate because they know these banks, firms, and individuals are doing the wrong thing", Ruggiero, who spent 17 years in the U.S. government as an expert in the use of targeted financial measures, told Bloomberg TV on Tuesday.

North Korea, a pariah state widely believed to have been behind cyberattacks on financial institutions around the world in recent years, may also have tried to pilfer cryptocurrencies to get around sanctions, a prominent cybersecurity firm said.

The sanctions include a freeze on North Korean imports of crude oil at current levels of 4 million barrels a year and a cap on imports of refined petroleum products at 2 million barrels annually, or about half the current levels. Textile exports, banned under the resolution, represent more than a quarter of North Korea's export income.

The much stronger version proposed by the U.S. last week, included the first asset freeze directed at Kim Jong-un, a complete ban on oil sales to his regime, and a mandate for warships from any member state to inspect ships suspected of carrying contraband to or from North Korea, and to enforce inspect using "all necessary measures".

Ethiopia's United Nations mission, the current Security Council president, said late Sunday that members would vote on a North Korea resolution following a meeting Monday afternoon on implementing existing sanctions against the North Korean government.

Since the North's sixth nuclear test, talk of redeploying tactical United States nuclear weapons to the South has gained traction, especially following a weekend report citing a White House official saying Washington could consider such a deployment if Seoul makes a request.

The resolution is up for a vote at the U.N. Security Council on Monday afternoon, but it does not appear to be the "strongest possible" sanctions that the Trump administration had hoped for from the global body. More recently this has typically taken one to three months.
