The Bill cleared its second reading in the House of Commons by a margin of 36 in the early hours of Tuesday, after a mooted rebellion by Remain-backing Tories failed to materialise and seven Labour MPs rebelled against Jeremy Corbyn to vote with the Government.

However, those opposed to the bill fear it gives ministers the power to make changes to laws during the process without consulting MPs.

The bill was put forward by Commons leader and one-time Prime Ministerial candidate Andrea Leadsom.

"Labour will seek to amend and remove the worst aspects from the bill but the flaws are so fundamental it's hard to see how this could ever be made fit for objective", the Labour MP said.

Liberal Democrat Brexit spokesman Tom Brake said MPs who backed the bill should feel "ashamed".

"This is a dark day for the mother of parliaments", he said.

In its latest Brexit position paper, Theresa May's government will call for a pooling of British and European Union assets and capabilities in a security partnership "deeper than any other third country and that reflects our shared interest".

German Chancellor Angela Merkel has said Europe can no longer "completely depend" on the U.S. and United Kingdom following the election of President Trump and the Brexit vote, while European Commission President Jean-Claude Juncker recently called on EU member states to step up their military co-operation.

The paper also offers to agree joint foreign policy positions with Brussels, including cooperating on worldwide sanctions against states or terrorist organisations.

Britain will offer the European Union a "deep security partnership" against terrorism, cyber crime and illegal immigration, it will say.

Another source said Britain asked for the delay to let May set out London's latest views and plans on Brexit before more negotiations.
