Trump administration's new automated driving systems guidance lifts deployment burdens, prioritizes safety

U.S. Department of Transportation Secretary Elaine L. Chao announced the new federal guidance for Automated Driving Systems (ADS): A Vision for Safety 2.0, at the Mcity self-driving vehicle testing facility at the University of MI. The new guidelines reduce that to a 12-point voluntary assessment, asking automakers to consider things like cybersecurity, crash protection, how the vehicle interacts with occupants and the backup plans if the vehicle encounters a problem.

Tuesday's release of the DOT's AV guidance booklet follows the September 6 bipartisan approval by the U.S. House of Representatives of the Safely Ensuring Lives Future Deployment and Research In Vehicle Evolution (SELF DRIVE) Act, H.R. 3388.

"Our country is on the verge of one of the most exciting and important innovations in transportation history: autonomous vehicles, self-driving cars", said Chao during the press conference.

The Washington-based Alliance of Automobile Manufacturers, which lobbies for carmakers, said the guidance "provides the right balance, allowing emerging innovations to thrive while government still keeps a watchful eye over new developments".

Last fall the Obama administration released voluntary guidelines for automated vehicles requiring automakers to follow specific safety assessments before putting test vehicles on the road. This new version gives automakers more freedom to test autonomous vehicles and pulls back on government interference.

"The technology in this field is accelerating at a much faster pace than I think many people expected", she said. Automakers and safety advocates have called for investment to develop infrastructure that can monitor traffic, or help guide autonomous vehicles.

UN Security Council Steps Up Pressure On North Korea
A complete ban on countries selling oil to North Korea has been replaced with a ban on condensates and natural gas liquids. Secretary-General Antonio Guterres try to resolve the dispute "gives rise to very serious questions in our minds".

"System safeguards, that should have prevented the Tesla's driver from using the car's automation system on certain roadways, were lacking and the combined effects of human error and the lack of sufficient system safeguards resulted in a fatal collision that should not have happened", NTSB Chairman Robert L. Sumwalt III said in a statement. Early estimates indicate there were more than 40,000 traffic fatalities in the US last year, and an estimated 94 percent of crashes involve human error. The bill permits the deployment of up to 25,000 vehicles exempted from standards in its first year and 100,000 annually after that.
