A surge of fuel and food supplies and federal government personnel has begun to arrive in Puerto Rico, the governor of the storm-battered island said Sunday morning. Mr. Rosselló said that the Defense Department had increased its footprint on Puerto Rico to 6,400 people, from roughly 4,600 two days earlier, with more coming, and that other federal agencies were also sending more staff to aid in the island's recovery from Hurricane Maria, which smashed through the island on September 20.

This is only one of several initiatives being taken to address the devastated island where flood waters continue to rise and millions of residents remain without power. The governor says that this has left 9,500 shipping containers sitting in the port while citizens face shortages. Even contacting drivers is a problem because cell towers are still down.

Because there are not enough truck drivers, or the governor can not get in touch with them because landline and cell phone service has been destroyed, they are urging anyone who has a license to drive a truck to come help.

The 100-year-old federal law was originally created to protect US interests by limiting shipping to American ports by foreign vessels, but critics say the Jones Act makes it twice as expensive to ship things from the USA mainland to Puerto Rico.

On Thursday, the White House temporarily waived the Jones Act - the 1920 legislation which had prevented foreign ships from delivering supplies from USA ports to Puerto Rico.
