Talks about a criminal case are in the early stages. The US strategy of naming suspects in high-profile hacking cases is more an act of diplomatic pressure.

As the report points out, the USA would be more likely to publicly identify those individuals and impose significant restrictions on their travel than actually attempt to arrest and jail them.

President Trump has been reluctant to accept the USA intelligence community's findings with respect to Russia's role in his election, and previously labeled reports linking state-sponsored hackers to last year's race "a big Dem scam and excuse for losing the election".

The US government has identified "more than six members of the Russian government" involved in hacking the Democratic National Committee's computers and leaking information during last year's presidential election. One of the defendants in the Yahoo case, a Canadian national, was arrested and has pleaded not guilty; the other defendants are believed to be in Russian Federation. Clinton has since compared the hacks to the equivalent of a digital "Watergate". The Russian Embassy didn't respond to a request for comment. The question remains why was Trump trying to cast doubt on the source of the hack?

Dozens of other officials may have also participated. Potentially, though, such charges could place serious restrictions on the ability of these officials to travel outside of Russian Federation since the pending charges would likely trigger an effort by the United States to have them extradited for trial pursuant to worldwide law.
