President Donald Trump unloaded during a press appearance on Wednesday on the 29-year-old man accused of ramming into a bike lane and killing eight people in New York City, suggesting he would consider sending the suspect to the military prison at the USA naval base on Guantanamo Bay.

Trump tweeted, "Would love to send the NYC terrorist to Guantanamo but statistically that process takes much longer than going through the Federal system".

Trump pointed to Saipov's apparent glibness from his hospital bed and his request to hang the ISIS flag in his hospital room. The president is now hoping to end that visa programme.

Trump tweeted again Thursday, hours after saying Sayfullo Saipov (sy-foo-LOH' sah-YEE'-pawf) should get the death penalty.

Saipov was on Thursday charged with terrorism offences by U.S. prosecutors who said he made a decision to carry out the attack "to inflict maximum damage against civilians".

On Thursday morning, Trump reversed course and said it's best to put the alleged attacker through the US judicial system - using some of the same arguments that former President Barack Obama advanced for shutting down Guantanamo.

Earlier in the day, Trump appeared to criticize the criminal justice system for not acting fast enough.

Before a Cabinet meeting Wednesday at the White House, Trump said he would consider sending Saipov to "Gitmo" - the nickname for Guantanamo.

The president has also used Tuesday's attack to call for tighter migration controls after it emerged that Saipov was allowed into the United States through a visa "lottery" scheme. Authorities charged Saipov with providing support to a terrorist organization, alleging the Islamic State inspired him to carry out the attack.
