"Probes of radioactive aerosols from monitoring stations at Argayash and Novogorny were found to contain radioisotope Ru-106 between September 25 and October 1", the Rosgidromet service said. "The first data on higher activity values were recorded in Western Europe as well as in Volgograd, Tatarstan and the southern Urals, and the levels were approximately the same", - said in "Lighthouse". Rosatom was also quoted by Russia's RIA news agency as saying there were no accidents at any of its facilities that could increase the level of ruthenium 106 in the atmosphere.

The Russian nuclear regulatory body Rosatom disputed that it was responsible for the high radiation levels.

The announcement appeared to confirm a report by France's nuclear safety institute which detected a cloud of radioactive pollution over Europe.

Neither Russia nor Kazakhstan has acknowledged any accident but state weather service Roshydromet said "extremely high pollution" of ruthenium 106 had been found in samples from two meteorological stations in the southern Ural mountains region in late September and early October.

Asked about the incident, a regional official on Tuesday suggested that the IRSN wanted to discredit Mayak in order to boost France's own nuclear processing industry.

Member countries of the International Atomic Energy Agency, an international organization that promotes peaceful use of nuclear energy, detected the radioactive isotope ruthenium-106 hovering above 14 European countries in early October, according to a statement from France's Nuclear Safety Authority. The isotope is not a naturally occurring one, however and the spike could not have occurred spontaneously.

Jean-Christophe Gariel, the director for health at the IRSN, said Russian Federation is responsible for identifying the source of the nuclear cloud.

Duncan Cox, leader of Public Health England's radiation emergency response group, said: "Radiation monitors at our sites in Oxfordshire and Glasgow have been checked since September when this substance was reported by other European radiation monitoring institutes, and we have not detected any unusual sources of radiation".

In a statement, Mayak denied that its plant was the source of increased level of ruthenium 106. It has prompted demands by Greenpeace's Russian Federation branch for a more "in-depth inquiry".

Ruthenium-106 is also used in head and eye radiation cancer treatments, according to the Journal of Radioanalytical and Nuclear Chemistry.

"Greenpeace will send a letter asking prosecutors to open an inquiry into potential concealment of a nuclear incident", it said in a statement.
