In a boost for the measure, the Senate Budget Committee advanced the bill to the full Senate on a 12-11 vote. Obstacles still remain, as it is unclear whether Corker and Johnson - as well as another seven fellow Republican Senators who have expressed concerns about the legislation - are ready to vote to pass the bill in its current form in a floor vote.

The Senate bill would slash the corporate tax rate to 20 percent from 35 percent after a one-year delay. With no major legislative achievement, Trump is pushing hard for the GOP to deliver a tax cut bill to him by the end of the year.

Senate Republicans are hoping to bring the bill to a vote by Friday.

Johnson said he voted to approve the measure "based on the progress" in recent days.
