Michael Flynn, President Donald Trump's former national security adviser, promised to swiftly end USA sanctions against Russian Federation as one of the "first orders of business" for the incoming Trump administration, according to a whistleblower's account detailed in a new letter from Rep. Elijah Cummings (D-Md.), the top Democrat on the House Oversight and Government Reform Committee.

"The account is the strongest evidence to date that the Trump administration wanted to end the sanctions immediately, and suggests that Mr. Flynn had a possible economic incentive for the United States to forge a closer relationship with Russian Federation". Copson, who had previously employed Flynn to advise on the deal to build nuclear power plants with Russian Federation, told the whistleblower that it was the "best day of my life".

The whistleblower told congressional investigators he was with Alex Copson, a former business associate of Flynn's, watching the Trump inauguration ceremony at an event in Washington, according to the letter.

"Mike has been putting everything in place for us.This is going to make a lot of very wealthy people", Copson told the whistleblower, according to Cummings' letter.

Flynn pleaded guilty to lying to federal investigators about calls he had with the Russian ambassador about sanctions and the United Nations vote at the request of Trump campaign officials.

The allegations posed new troubles for Flynn, who left the White House last February after barely three weeks and pleaded guilty last week to lying to FBI investigators in the Russian Federation election meddling probe. According to this account, Copson blamed President Barack Obama for the sanctions, stating that he "fucked everything up in my nuclear deal with the sanctions".

On Wednesday Cummings sent the whistleblower's account to committee chairman Trey Gowdy with a request that he issue subpoenas to White House officials, including chief of staff John Kelly, as well as Flynn, Copson and their other business associates for material that would corroborate the whistleblower's statements. Cummings said his office could not verify the whistleblower's story, and whether Copson was telling the whistleblower the truth, without subpoenaed documents.

Gowdy has not responded to requests from ABC NEWS for comment.

The witness told Cummings and committee investigators that Copson shared a text message he had just received from Flynn, who was on stage at the Capitol during Trump's speech. Flynn also texted Copson to tell his business colleagues to "let them know to put things in place", Cummings wrote. Cummings wrote that an "authentic, credible, and reliable" source had brought him information regarding the retired Army lieutenant general. Special Counsel Robert Mueller had reportedly asked Cummings to hold off on making the whistleblower's allegations public, until now. Once Flynn started at the White House, federal regulations prohibited him from working on any matter he served as a "consultant" on during the previous year, according to the Office of Government Ethics.

Gowdy did not immediately respond to a request for comment from CNBC.

In various filings in 2016 and 2017, Flynn did not initially disclose his connection to ACU and foreign contacts he made while advising the firm.
