The Republican president has said the travel ban is needed to protect the United States from terrorism by Islamic militants.

Attorney General Jeff Sessions called the order "a substantial victory for the safety and security of the American people".

Lawyers for the American Civil Liberties Union and the state of Hawaii filed lengthy responses urging the court to maintain the status quo while the legal claims are heard and decided.

"We're working with our national partners to continue to fight the ban", said Lisa Sherman-Nikolaus, the policy director for the Tennessee Immigrant and Refugee Rights Coalition.

Critics of Trump's travel restrictions insist that they make up the Muslim ban he promised during his campaign, and judges have seized on the president's public statements on Twitter and elsewhere in finding them unconstitutionally discriminatory. Trump made it clear that he was doing this to target Muslims, and was using recent terrorist attacks in Europe as a justification. "We continue to stand for freedom, equality and for those who are unfairly being separated from their loved ones", Jadwat added. They agreed the ban could go into effect in part, but not against those who had close personal or professional ties to a person or an entity in the United States. The travel policy also applies to travelers from North Korea and to some Venezuelan government officials and their families, but the lawsuits did not challenge those restrictions.

The high court said in two similar one-page orders that lower court rulings that partly blocked the latest ban should be put on hold while federal appeals courts in San Francisco and Richmond, Virginia weigh the cases.

The court gave no reason for its decision, but said it expected lower court review of the executive orders to proceed quickly.

Two weeks ago, the solicitor general filed an emergency plea with the high court urging the justices to bypass two lower courts that were weighing legal challenges to the third version of Trump's travel order, which was issued September 24. The court's order said the appeals courts should decide the cases "with appropriate dispatch". Such people will also be barred, with the latest SC order. Justice Ruth Bader Ginsburg and Justice Sonia Sotomayor said they would have denied the government's request.

Meanwhile, imports fell 1.6 per cent to $45.9 billion in October, mainly due to a drop in motor vehicles and parts. Historically speaking, the US imports more good than it exports, but runs a modest trade surplus for services.

The travel ban is the third version of a contentious policy that Trump first sought to implement a week after taking office in January.

There are some exceptions to the ban. The ACLU is representing some opponents of the ban.

Ninth U.S. Circuit Court of Appeals Judges Ronald Gould, Richard Paez and Michael Hawkins are scheduled to hear arguments in Hawaii's challenge to the ban, which restricts travel to the United States by residents of six mostly Muslim countries and has been reviled by critics as discriminatory.

White House spokesperson Hogan Gidley said the latest version of the travel ban is "lawful and essential to protecting our homeland". Immigrant rights groups in Middle Tennessee said it discriminates against Muslims.
