The seizure and inspection took place in November, but it was reported only after South Korea's Chosun Ilbo newspaper published U.S. reconnaissance photos on Tuesday that were part of a U.S. Treasury Department announcement of sanctions on 20 North Korean vessels and six shipping and trading companies.

The statement comes after the UN Security Council last month unanimously voted in favour of new penalties on North Korea for its recent intercontinental ballistic missile test, seeking to limit its access to refined petroleum products and crude oil.

Previous sanctions banned sales of natural gas to North Korea and purchases of the North's textile exports, another key revenue source.
