Could Germany have a deal?

German Social Democrat (SPD) leader Martin Schulz said his party's leaders agreed unanimously on Friday to recommend to party delegates that they give them a mandate to pursue coalition talks with Chancellor Angela Merkel's conservatives.

On the thorny issue of family reunions for asylum seekers granted temporary refuge, the preliminary accord says current restrictions should be loosened.

But he has been forced to wait for months for a concrete response from Merkel, who has come under mounting criticism at home and overseas for her plodding reaction to Macron, aggravated by her struggle to form a new government.

The 28-page deal reached in a marathon negotiating session that lasted more than 24 hours at the end of almost a week of talks was enough for leaders of Merkel's two-party Union bloc and the Social Democrats to recommend moving on to formal coalition negotiations.

But after winning an election with a reduced majority in September, she agreed to a soft cap on Germany's refugee intake in a bid to silence bitter squabbling within her conservative camp.

Seehofer's CSU, which has taken a hard line on migration, has sought to reinforce its law-and-order profile in the face of a challenge from the nationalist Alternative for Germany party, which entered parliament for the first time in September.

But SPD leaders will have a harder time convincing members that they should approve the pact at a January 21 party congress and again in a postal vote at the end of formal coalition negotiations.

Deep scepticism runs through the party, because of fears that to again govern in Merkel's shadow will force the SPD to betray its ideals and further damage its voter appeal.

The Social Democrats reportedly received commitments for hiring more care workers and increasing salaries in the sector, and for no cuts to the minimum pension level until at least 2025.

Merkel now leads a caretaker government, limiting her ability to take major policy initiatives as French President Emmanuel Macron pushes an ambitious European reform agenda.

"We want to strengthen the European Union financially, so that it can better fulfill its tasks: which is why we will take this into account during the preparation of our financial framework for the upcoming years", the 28-page document, which the two parties agreed upon, said. He also supports the creation of a finance minister and stand-alone parliament for the eurozone - ideas that are viewed with scepticism in Germany and did not appear in the coalition document.

Jean-Claude Juncker, European Commission president, hailed the parties' plans for Europe's future as "very significant" and "positive".

Prominent Social Democrat opponents of a new "grand coalition" of Germany's biggest parties weren't placated by Friday's deal and vowed to keep fighting it. When the agreement was announced, Kevin Kühnert, who heads the Social Democrats' influential youth wing, responded with a punning Twitter post likening the breakthrough in talks to appendicitis. Left-leaning lawmaker Hilde Mattheis said the result was "disappointing" and would produce "no new policies for more fairness and solidarity".
