N. Korea earned RM777 million from banned exports says UN

North Korea received nearly $200 million between January and September 2017 from exports of coal, iron, steel and other commodities banned under UN Security Council resolutions meant to crack down on Pyongyang's nuclear ambitions, according to a confidential report.

The report suggests that North Korea may be helping Syria's Bashar al-Assad maintain his country's banned chemical weapons stockpile despite Syria's agreement to destroy such weapons in 2013.

But the report, which was submitted to the UN Security Council and seen by news agencies, said the North "continued to export nearly all the commodities prohibited in the resolutions... between January and September 2017". The false paperwork apparently showed countries such as Russian Federation and China as the origin of the merchandise, instead of North Korea.

A U.N. panel of experts on North Korea said these nations and others are failing to stop the Kim Jong Un regime's efforts to fund its nuclear and missile programs, according to a report reviewed by The Wall Street Journal.

The UN monitors also said one country, which they did not identify, reported it had evidence that Myanmar received ballistic missile systems from North Korea, along with conventional weapons, including multiple rocket launchers and surface-to-air missiles.

A member-state that was not named told the panel that North Korean "technicians continue to operate at chemical weapons and missile facilities at Barzei, Adra and Hama" in Syria, said the report. The UN monitors said all those shipments "would constitute a violation of the resolution, if confirmed".

According to United Nations monitors, a more risky finding was that Myanmar and Syria continued to co-operate with North Korea's main arms exporter, Komid, despite it being on a United Nations sanctions blacklist. The U.N. monitors underscored that the investigation has shown "further evidence of arms embargo and other violations, including through the transfer of items with utility in ballistic missile and chemical weapons programs".

Between 2012 and 2017 the panel revealed there had been more than 40 North Korean shipments to companies acting for the research centre overseeing Syria's chemical weapons programme.

The issue of ship-to-ship transfers was brought up several times at a summit on North Korea in Vancouver last month.

China has consistently denied breaching sanctions. China, which accounts for 90% of North Korea's trade, however, claimed that normal trade exchanges like Chinese food, fruit and household products continued.
