The review comes amid fresh reports in The Times that Oxfam did not tell other aid agencies about the behaviour of staff involved in the investigation after they left to work elsewhere.

Scandal-hit Oxfam recorded a staggering 87 incidents, while Save The Children and Christian Aid reported 31 and two respectively.

Ms Mordaunt said she would write to British charities working overseas demanding they declare any problems relating to the duty they have to protect their staff and the people they work with from harm and abuse - so-called "safeguarding".

The charity said it investigated the allegations in 2011 and perpetrators were all sacked or resigned.

"With regard to Oxfam and any other organization that has safeguarding issues, we expect them to cooperate fully with such authorities, and we will cease to fund any organization that does not", Mordaunt said in a statement.

Asked by Andrew Marr whether she felt Oxfam's managers had failed in moral leadership, Ms Mordaunt said: "Yes, I do".

Britain's International Development Secretary Penny Mordaunt warned today Oxfam must hand over to authorities any information it has collected on a "shocking" staff prostitution scandal in Haiti or face repercussions.

The French charity told AFP it made pre-employment checks with Oxfam but that the UK-based organisation "did not share with us the reasons for his resignation as head of mission in Haiti or the results of its internal inquiry".

Oxfam has denied any cover-up and has said the behaviour of some of its staff in Haiti had been "totally unacceptable".

Caroline Thomson, Oxfam's chairwoman of trustees in the United Kingdom, said it was working to "address the underlying cultural issues that allowed this behaviour to happen".

Mordaunt called Oxfam's behavior "utterly despicable" and said the agency was suffering from a failure of "moral leadership".

Mr Goldring's words come after the Department for International Development said late Friday that the charity had shown a "lack of judgement" in its investigations following the 2010/11 incidents.
