Wolf said he remains open to working with the legislature and hopes the General Assembly, as a body - not just two leaders - can submit a map for his consideration.

The new map and its drawers have disrespectfully interpreted the Supreme Court orders and are essentially giving a giant middle finger to the Supreme Court of Pennsylvania and to democracy.

"So on process and on function, the map should be rejected by the governor", he said.

One extreme example of the result of this mapping methodology is Pennsylvania's 7th Congressional District, now held by embattled Republican Pat Meehan. Nearly every election since then, Democratic candidates for the House have gotten more votes than Republicans, but the GOP has 9 of the 14 House seats.

Republican leaders met with Wolf Tuesday, but said they are reluctant to begin revising the map without first seeing a map from the governor.
